Dynamic Fares in Premium trains

Isn't dynamic fares in premium train kind of unfair to middle class people , we already can't afford flights due to same now we have to burn a hole in our pockets for trains which consume a little less time with respect to normal trains Like most of 2AC in premium trains are already in range of flight Why hasn't anyone filed any sort of PIL against it
