RTD’s next Big Bad

I’m really hoping The One Who Waits/“The Boss” is either Omega or Rassilon and that the “it” the Toymaker says he saw hiding is Gallifrey.

I’ve noticed RTD heavily addressing the Timeless Child and the Flux, but not the Master’s destruction of Gallifrey, which makes me wonder if that’s going to be something that’s retconned, because even if you give Chibnall all the grace he doesn’t deserve, there’s no way The Master massacred all of Gallifrey when the entire assembled Dalek race couldn’t do it.
