Recommendations for <20L cars with good AC

Asking for a friend,

I know this sounds a bit silly but please hear me out. He has daily travelling during the peak afternoon time of the day so a very powerful AC and ventilated seats would be a huge help to him.

His requirements:
- Great air conditioning.

- Good power engine for hills/ghats

- Decent safety (above 3 stars and 6 air bags)

- Okay with both sedan or SUV.

- Ventilated Seats if possible

- mileage not an issue as long as it gives 10+ on open roads/highways.

Budget: 20L (On Road) He is a govt employee eligible for BH registration as well so road tax will be much lower.

I suggested Grand Vitara to him but he did not like it as the power is not as good on the petrol engine.

He’s fine with second-hand cars as well if they are reliable.
